Updated: CAPC Objection to Planning application Land West of Heath Lane and North of Bowling Green Road

Cold Ash Parish Council has now submitted its formal objection to the revised planning application for Henwick Park (CA12) — reference 25/00278/FULMAJ — following the developer’s latest amendments.

At our Parish Planning Review Meeting on 11 November 2025, councillors unanimously agreed to oppose the development, reaffirming the strong concerns already raised by residents and expert consultees.

Over recent weeks, CAPC has submitted a series of detailed technical responses to West Berkshire Council (WBC), covering:

  • Sequential Test Rebuttal (Flooding and Policy Compliance) – demonstrating that the developer’s flood risk assessment fails key legal and technical requirements.
  • Legal and Procedural Review – outlining how the proposal conflicts with the adopted Cold Ash Neighbourhood Development Plan (NDP) and the National Planning Policy Framework (NPPF).
  • Transport Technical Note Review – challenging the developer’s traffic modelling and showing the likely congestion impact on Cold Ash Hill and Heath Lane.
  • Formal CAPC Objection (November 2025) – a consolidated summary bringing all our evidence together, now supported by the Environment Agency’s own objection, which confirms that parts of the site are functional floodplain (Flood Zone 3b) and that the development should not proceed.
