West Berkshire Council (WBC) has opened a four-week public consultation on proposals to introduce 20mph speed limits on many residential roads and cul-de-sacs in Cold Ash (as well as in Hermitage and Bucklebury).
The consultation runs from 9am on Wednesday 31 December 2025 to 5pm on Wednesday 28 January 2026. Responses received after this date will not be considered.

Plans showing the roads proposed to be reduced to 20mph (marked in green), together with supporting documents including the draft Traffic Regulation Order and statement of reasons, are available on WBC’s website:

WBC is also publicising the consultation via site notices, the Newbury Weekly News, and its social media channels.
How to respond
This is a West Berkshire Council consultation, and residents are invited to submit their views directly to WBC:
- via the online survey on the consultation webpage, or
- by email or letter using the contact details provided there.
Parish Council involvement
Cold Ash Parish Council has not endorsed the proposals at this stage. Our role is to ensure parishioners are informed and to consider local views when preparing our own response.
The Parish Council will hold a Parish Meeting on Tuesday 13 January, where residents may raise questions, concerns, or support for the proposals. Feedback from this meeting will inform the Parish Council’s submission to WBC.
We encourage parishioners to:
- review the consultation documents,
- respond directly to West Berkshire Council by 28 January 2026, and
- attend the Parish Meeting on 13 January if they wish to share their views with the Parish Council.
